Office of the State Court Administrator

The Office of the State Court Administrator oversees a statewide, state-funded court system. It promotes efficient, statewide improvement and supports local courts in responding to community and statewide needs.

The Chief Justice of the Supreme Court is the administrative head of the Oregon Judicial Department, which is a statewide, unified court system with almost 200 judges and more than 1600 full and part-time staff. The Chief Justice appoints a chief administrative officer whose title is State Court Administrator, a position created by statute.

Our State Court Administrator is Kingsley W. Click. She is responsible for making the Judicial Department work day-to-day. She oversees all administrative and executive operations of the state trial and appellate courts, the indigence verification program, and the foster care review program. She carries out these responsibilities through eleven divisions and programs:

(As of July 1, 2003, the staff and functions of the Indigent Defense Services Division transferred to the Public Defense Services Commission.)

Each has a page on this site that lists the division's major responsibilities and contact information. Here is a graphic organization chart (PDF) that shows the reporting structure but not specific responsibilities or contact information.

Division directors report directly to the State Court Administrator.

The following functions are not separate divisions or sections but are Office of the State Court Administrator responsibilities:

While the State Court Administrator assists the Chief Justice in supervising the state courts, she does not directly supervise Trial Court Administrators or trial or appellate court staff. Each judicial district has a Trial Court Administrator who reports directly to the judicial district's presiding judge.
