2.  What is the 12- to 14-month rule?

(a)  If a child has been in foster care 12 of the last 14 months, the state has a duty to file a termination of parental rights petition

(b)  DHS has 12 to 14 months to make reasonable/active efforts to reunify the family

(c)  The court must order disposition on the matter no later than 12 months after finding the child in the court's jurisdiction or 14 months after the child comes into care, whichever comes first 

(d)  If the child is in substitute care, no later than 12 months after finding the child in the court's jurisdiction or 14 months after the child comes into care, whichever comes first
